How young were the youngest kids you've seen & known with their own cellphones? With fully-working service that could make calls & texts on a network?

ok so I had seen mostly regular preschool games, but at one point the phone's volume was up when my parents and their parents were talking after service, so naturally, all us kids were going to go outside and play, my sister went to invite her and she told her no and that she was too busy watching her show.

i'm not sure if that would be a video streaming service or maybe YouTube kids? but im not sure if had a full network or not.
