I keep getting the "Are you human?" CAPTCHA check that is some kind of picture game about mostly objects in traffic every time I try to submit a post on Reddit. IS THIS EVER GONNA END?

Sometimes it tells me to select chimneys though; not exactly a traffic object, but most everything else pertains to traffic.

This NEVER happens on a regular Reddit app, official and unofficial. This happens only on TOR.

Is this happening only to users without much of a posting history or is this CAPTCHA routine a permanent part of the Reddit posting experience for EVERYONE who uses TOR for Android?

Yes, that is because Tor traffic is very sus. Some websites just outright ban Tor traffic.

This is happening to me too but I just downloaded the app and not sure if that's the reason why. Ugh. It happens on every website not just reddit.

This is because most of websites use reCAPTCHA (a Google service). And you might've noticed that Google is one of the biggest privacy violators ever. This is kind of cyber bullying done by Google against Tor users, to make their life harder.

Tip: If you're a developer, use hCAPTCHA instead, it is privacy and Tor friendly (also you can switch to it from reCAPTCHA in like 2 minutes)
